Minnesotans identify with the whole Northwoods and water lifestyle, even if they’ve never leave the metropolitan area. This mindset colors water policy and investments in local capacity that have led to decades of robust and wide-ranging effort to produce habitat and the urban and agricultural BMPs that deliver clean water.
