Abstract:
Dr. Peck teaches contracts, land transactions, and water law. He is a recognized authority on Kansas law regarding water and property rights and has been a contributor to the International Water Management Institute.  He will discuss property rights as related to surface water and ground water.  These rights extend across individual, state, and national boundaries.  They affect the use, value, and appropriation of water supplies and are a critical component of water security.
